Recycled Iron and Steel Raw Materials National Standard Officially Released

- On December 30, 2020, the Ministry of Ecology and Environment Development and Reform Commission, General Administration of Customs, Ministry of Commerce, and Ministry of Industry and Information Technology jointly issued an announcement on the matters concerning Regulating Import Management of Recycled Iron and Steel Raw Materials. This recommended national standard was officially implemented on January 1, 2021.

The issuance and implementation of the newest standard will play an active role in improving the quality of recycled iron and steel raw materials, promoting energy conservation and emission reduction, and effectively using foreign iron and steel resources in the industry.

The main content of the announcement:

In order to regulate the import management of recycled iron and steel raw materials and promote the high-quality development of China’s iron and steel industry, the relevant matters are hereby announced as follows:

  1. Recycled iron and steel raw materials that meet the standards of "Recycled Iron and Steel Raw Materials" (GB/T 39733-2020) are not solid waste and can be imported freely.
  2. According to the "Import and Export Tariffs of the People's Republic of China" and "Import and Export Tariff Commodities and Item Notes", the customs commodity codes of recycled iron and steel raw materials are 7204100010, 720410010, 7204900010, 720410010, and 7204490030.
  3. Imports that do not comply with the national standards of "Recycled Iron and Steel Raw Materials" (GB/T 39733-2020) are prohibited.

4. This announcement will be implemented from January 1, 2021.
