2. Previous implementation

  • Customs supervision requirements for imported recycling solid wastes

The import of recycling solid wastes in China has a strict management policy. Imported solid wastes must meet mandatory requirements, such as environmental protection control standards or related technical specifications for imported recycling solid wastes, and pre-shipment inspection measures. The customs shall supervise and manage key control points such as pre-shipment inspection, result review, and certificate issuance; strictly implement on-site unpacking inspections at the port of entry. The implementation of the "three 100%" inspection requirements for imported recycling solid waste are adopted. (the port of entry equipped with container inspection equipment implements 100% inspection; the port on entry equipped without container inspection equipment implements 100% container unpacking; and 100% weighing)

  •  Import qualification requirements for Chinese buyer and overseas supplier

The registration system for overseas suppliers and domestic consignees of imported waste materials. Suppliers and consignees shall obtain registration before signing foreign trade contracts. And for the solid wastes included in the "List of Restricted Imported Solid Wastes", the processing and utilization enterprises need to obtain a solid waste import license approved by the ecological environment department.

 

  • Designated import port management requirements

The import of solid waste shall be declared and imported from the designated 18 ports in China, issued by the General Administration of Customs and the Ministry of Ecology and Environment, such as Shekou Port of Shenzhen Customs, Humen Port of Huangpu Customs, and Wuzhou Port of Nanning Customs. At the same time, the importer when applying for a solid waste import license should fill in the import port code.

 

3. The newest implementation

  1. From November 1, 2020, the materials are conformed to standards "Recycled Brass" (GB/T 38470-2019), "Recycled Copper " (GB/T 38471-2019), "Recycled Cast Aluminum" (GB/T 38472) -2019) are not solid waste and can be freely imported.
  2. The customs commodity codes of recycled brass, recycled copper and recycled cast aluminum are 7404000020, 7404000030 and 7602000020 respectively.
  3. Those that do not meet the Chinese standards of "Recycled Brass" (GB/T 38470-2019), "Recycled Copper " (GB/T 38471-2019), and "Recycled Cast Aluminum " (GB/T 38472-2019) is prohibited. Except for those materials have received the 2020 solid wastes import license under the restricted import of copper scrap and aluminum scrap.

 

Summary:
